1.1. Company Safety Policy
It is the policy of QT Technical Services to carry out all its work in a way that provides healthy and safe working conditions and avoid risks of injury to anyone as a result of the activity for which the company is responsible.
The overall responsibility for health and safety rests at the highest level, however, all individual employee have important responsibility towards safety and must participate in carrying out the policy. Appropriate training, supervision and information are provided to encourage and enable to carry out their duties safely.
Regular inspection and monitoring of the workplaces is undertaken and accidents or incidents are investigated promptly so that appropriate action is taken to prevent and recurrence.
1.2. Administration and Responsibility
The fundamentals in the administration of this Safety Manual include risk assessment; employee health and safety training; regular toolbox talks and meeting; routine work area, tools and equipment safety inspection; emergency preparedness; accident reporting and investigation; and environmental protection.
The objective of this Safety Manual is to ensure the health and safety of all workers at the project site.
The successful execution and completion of this project requires all levels of personnel, management and employees alike, to become totally supportive and develop a thorough understanding of health and safety issues pertaining to their respective jobs.
1.3. Responsibilities and co-ordination
The following responsibilities are assigned to accomplish this objective:
1.3.1. Site Manager
Site Manager is responsible of al the activities carried out on the site, his responsibility will include but not limited to:
Provides the safety section with necessary information required and evaluating the effectiveness of safety and health on the site.
Delegate the responsibility of safety officer's to a competent person in ht absence of safety officer.
Comply with Clients Safety Procedures.
Review all neat misses, incidents, accidents, etc., and take appropriate action to stop the recurrence.
Overall in-charge for the safe execution of job and safety measures.
Incorporates safety measures in the design of works element
Review all health and safety concerns in the Method Statement of various activities
1.3.2. Site Foremen
The Site Foremen/Charge-hand is responsible for the health and safety of all personnel working directly under their control supervision.
1.3.3. Workers and Other Site Employees
Each employee is expected to perform his duty in a safe manner by complying with established polices and report all hazards that are expected and found. All injuries must promptly report to the site manager
1.3.4. Organization and Co-ordination
QT Technical Services shall employ experienced site manager who shall coordinate with the client; it's nominated site manager and develops a team effort in the execution of the projects' health and safety programs.
Quick Time and Quick Time subcontractors shall on day to day basis follow all applicable health and safety information such as rules, regulations and notices.
1.4. Project Site Layout and Restricted Areas
QT Technical Services Sub-contractor site personnel are fully aware of the project site layout and routes to and from specific operational zones.
No site personnel shall enter restricted areas without prior written authorization from QT Technical Services.
1.5. Health and Safety
QT Technical Services will provide the necessary health and safety training for the workers before the start of the project and up to completion
1.5.1. Health and Safety Induction for New Entrants
Prior to entering the project site, every QT Technical Services & QT Technical Services Sub-contractor employee will be given a health and safety introduction covering the project safety goals, mandatory rules and regulations, clients safety requirements.
Health and safety induction shall be carried out by the Safety Officer. Participation of the Projects Manager in discussing certain topics will help in demonstrating management commitment to the health and safety programmed.
Attendance in the health and safety induction shall be documented.
1.5.2. Tool Box Talk
A Tool Box Talk is an informal way of addressing health and safety issues related to the job at hand or disseminating health and safety concerns arising from an accident or safety committee meeting. The session is limited to 10 to 15 minutes.
A Toolbox Talk is usually conducted before the start of a new job or activity, or during the course or a current job to refresh the workers on the hazards control measures.
The foreman/Supervisor shall conduct/preside the Toolbox Talk.
The safety Officer may attend the Toolbox Talk to provide additional information and advice.
Workers are encouraged to bring up deficiencies or hazards which they have noted or make suggestions to improve working conditions. The site Foreman/Site Supervisor is responsible to respond or correct the deficiencies.
Tool Box Talk shall be documented.
2. Health and Welfare
2.1 First Aid and Mechanical Facilities
QT Technical Services Site Manager shall provide adequate facilities to ensure prompt and efficient first aid and emergency care to injured or sick employees.
A minimum of 1% of QT Technical Services site personnel, preferably site foremen will be nominated and trained in first aid.
2.2. Personnel Protective Equipment
QT Technical Services & QT Technical Services sub-contractors employees shall be dressed suitably for work at all times. According to job requirement and as directed by the Supervisor, strict disciplinary action shall be taken against anyone found not complying with these, which would lead to removal from the site.
All QT Technical Services subcontractors’ uniform to be the same color of QT Technical Services Laborer's uniform and both names (main contractor and subcontractor) to be mentioned in subcontractor's uniform.
Personnel protective equipment shall be provided according to the suitability of the work
Head Protection
Safety helmets conforming to standards shall be issued to all QT Technical Services and QT Technical Services sub-contractor site personnel and worn at all times while on the projects site. Safety helmets shall have the QT Technical Services logo on front, number or name of the site personnel stenciled on the back.
Foot Protection
Work on construction sites requires safety footwear to protect the feet against a variety of hazards such as falling objects, or sharp object (e.g. nails) on the ground penetrating the sole of the foot. All employees shall be wearing a standard safety boots, with metal sole plate and toecap conforming standards
Hand Protection
The type of the gloves shall be decided by the identification of the hazards and the resultant risk.
Body Protection
Wearing of coveralls shall be mandatory to all Quick Time workers.
Fall Protection
Safety harness with lifeline shall be worn when risk exists of falling from the height of more than 2 meters or when working on elevated platforms or basket or in the cradle. The following precaution shall be taken before or at the time of uses.
3. Environmental Protection
3.1. Objectives
Take responsible action to report and correct environmental incident when they occur.
Use construction methods and processes, which have minimum impact on the environmental and that effect by our operation where practicable.
Use energy responsibly and sufficiently.
Develop and improve operations to minimize waste and dispose of it safely to prevent pollution.
